A Safety Management System is required by law. But it is not just another layer of complaince that costs money and time.
An SMS is a presiding tool for you to establish that can cover all kinds of situations.
With the draconian laws that have been introduced by DAF recently, perhaps the only thing that will protect you if an officer hurts themselves during an inspection is your SMS.
And a vidoe recording - make sure you get out your smart phone and record all interactions you have with enforcement officers:
